Yes, the cord is quite stiff and kind of fights you, but it lets up after awhile. NOTE: this unit does come with a lead warning ("The power cord on this unit contains lead...") on the cord. So, if you are very lead conscientious or have a total aversion to the stuff you have been notified.
The heat is quick and even. I use it for my feet while I am at my desk, and I have found that in the dead of winter I only use the "low" setting.
The blue chintzy 'cover' is, well, cheap and just one of those perfunctory items manufacturers send with the unit because they were told to do so. Most people are probably going to use a pillow case or be so cool as to make their own. My cat likes it, and fights me for space while it is on. So, if it was a little bigger (or my cat was a lot smaller) I would dig it immensely.
Get it, it is worth the price and does the trick. You just have to be conscious enough to remember to turn it off. Or hook it up to a timer?

It has no timeout feature so it can go all night to provide my dog with a warm bed. I use it on low under a thick towel so the dog can't scratch at it and on low it's also not too hot for him. If introducing one of these to a pet, it's good to place it only on half the bed and see if the dog prefers to lay on it or avoids it (too hot maybe). Since pads like these can get too hot for an animal, having some kind of extra layer on top helps to protect the dog. Works well for this purpose and since mine is not a chewer I am not worried about him biting the wire. That being said, the wire itself is pretty thick and inflexible and has a sturdy connection into the body of the pad so it can last a while. The LED on the controller is bright and a good attention getter to turn off the pad in the morning.Customer Review: A good basic heating pad at a bargain price.

I was pleasantly surprised when I began using the Sunbeam Health at Home heating pad (756-500). It heats up quickly and the heat is consistent. The controller is very easy to use, especially for those of us with arthritic hands.
There are no fancy features on this pad. No auto shut-off, no moist heat, an inexpensive cotton cover, and it is not over-sized. For the price I can't complain. The consistent, even heat more than makes up for the lack of features. This is replacing another brand which cost more than three times as much, was slow to heat and did not maintain a constant temperature (varied from too hot to not enough heat regardless of the setting).
If you are looking for a basic heating pad that actually works well, this one will fill the bill.

Excellent price, too!
I use heating-pads to give my pets their own heating options. A warm-corner for everyone: parrots, cats, bees, etc. And heating-pads are excellent for those needing some first-aid. I have priced, and tried, all sorts of heating-pads. I do not need timers, or automatic-offs, or special-coverings, or pockets. Nor do I appreciate-it when the heating-element fails after 3 months. This heating-pad strongly heats at high, medium, and low. It's handle/dial is simple and easy. If you have a special-condition you may need a $25-$40 heating-pad, but for simple, reliable, safe, spot-heating, this item does an excellent job at the most reasonable price. Recommend!
Customer Review: Great for fermenting foods

I bought this so I can provide some heat when I ferment some foods overnight and it has never disappointed me. I usually keep it in a box on the low setting and it works perfectly fine. I even used it to keep warm during cold mornings and works lovely.
The only problem is that I thought it would be bigger. This being the case, I would have ordered a larger size but will not dock any points from the rating due to my careless mistake.
This product has never given me any problems and recommend it if any readers of this review would like to use it to ferment foods. Otherwise, you might want to get the larger size.
